What does missing procurement capacity really cost?
An hourly or daily rate does not provide a fair comparison on its own. The relevant measure is the full commercial impact: how long will the role remain unfilled, which projects will be delayed, which contracts will not be addressed in time, and how much permanent workload actually exists?
A permanent hire, external specialist or managed service can each be the right choice. The appropriate model depends on the duration, urgency, expertise required and commercial impact of leaving the work undone.

Three ways to cover the capacity
Each model carries a true cost beyond its visible price.
Permanent employment
Best suited to sustained, predictable demand and responsibilities that should remain permanently within the organisation.
- Lower cost per productive day when consistently utilised
- Long-term retention of organisational knowledge
- Permanent availability after recruitment and onboarding
- Annual fixed-cost commitment
- Employer contributions, paid absence and employment-related overhead
- Recruitment, onboarding and management capacity required
Leaving the role unfilled
The apparent payroll saving can be outweighed by delayed sourcing activities, unmanaged contracts, postponed projects and additional pressure on the existing team.
- Delayed negotiations and sourcing projects
- Contracts renewed without sufficient market testing
- Unmanaged demand or price increases
- Internal specialists diverted from their main responsibilities
- Operational, supplier and compliance risks
- No guaranteed date by which the capacity gap will be resolved
External expertise
Suitable for urgent requirements, specialist work, transformations, temporary vacancies and clearly defined delivery periods.
- Capacity available without waiting for a complete recruitment process
- Flexible duration and scalable scope
- Access to specialist knowledge that may not justify a permanent role
- Expenditure limited to the agreed engagement
- Suitable as a bridge until a permanent employee is recruited
- Knowledge transfer and an agreed exit or handover plan
The most expensive option is not necessarily the one with the highest daily rate. It may be the option that leaves commercially important work undone for the longest period.

- Occupational accident insurance (Berufsgenossenschaft)
- Variable employer levies
- Recruitment
- Internal interview time
- Onboarding
- Equipment and software
- Benefits
- Training
- Management and HR administration
This is a conservative cost floor, not a complete total-cost calculation.
Occupational accident insurance is not added as a flat percentage, because the actual contribution depends on the relevant insurance institution, payroll, risk category and contribution factor.
Luxembourg employer-cost example
An illustrative calculation, not an official procurement salary benchmark.
- Illustrative gross salary
- €90,000
- Indicative employer contribution range (2026 CCSS)
- Approx. 12.57% to 15.00%
- Indicative direct employer cost
- Approx. €101,300 to €103,500
- Not included
- Recruitment, benefits, equipment and internal administration
The salary figure is an illustration. The contribution rates are based on the official 2026 Luxembourg social parameters and depend particularly on the Mutualité class and the accident-insurance bonus-malus factor.
A defined period instead of a permanent commitment
One transparent, illustrative example based on consulting support — not a public price list or binding commercial offer.
- Consulting days
- 60
- Hours per day
- 8
- Illustrative rate
- €120 per hour
- Total external budget
- €57,600 excluding VAT
Compared with approximately €81,500 direct annual employer cost in the German median example.
This does not mean that external support is cheaper for every workload. It shows that a defined engagement can cost less than a full annual employment commitment when the requirement is temporary, urgent or limited in scope.
Procurement as a Service is calculated individually. A service day represents a blended delivery unit and may include contributions from more than one specialist. It should therefore not be compared directly with the daily salary cost of one employee.
Small improvements can cover the entire engagement
A purely illustrative break-even calculation — not a savings promise.
- Addressable annual procurement spend
- €10,000,000
- External consulting budget
- €57,600
- Required break-even effect
- 0.576% of addressable spend
Illustrative, excluding VAT
0.58%
An avoided cost increase, improved contract position or sourcing result equal to 0.58% of the addressable spend would cover the entire illustrative engagement.
This is a break-even calculation, not a savings promise. Actual results depend on scope, market conditions, baseline quality, implementation and the client's ability to realise the identified measures.

Comparison period
Recruitment / vacancy period
Average completed vacancy period for all vacancies reported to the German Federal Employment Agency in 2024 — not a procurement-specific figure (≈ 5.3 months).
Commercial exposure during the vacancy
This estimate may represent delayed savings, unmanaged price increases, contract exposure or value that cannot be realised while the required procurement capacity is unavailable. It is not an accounting loss or guaranteed saving.

Procurement as a Service
A Procurement as a Service day is a blended delivery unit. Depending on the assignment, it may include contributions from more than one specialist. It is not equivalent to one employee or one individual consultant day.
Indicative and non-binding.
